Each node signed with SHA-256. Any modification breaks the chain. Chain is append-only and tamper-evident.

Manifest-Only (Strict)
The routing system matched this request against a known capability manifest. The agent selected was the exact match — no cross-domain fallback or creative routing occurred.
When it fires: deterministic keyword coverage ≥ 2 manifest keywords, coalition match confirmed.
Cross-Domain (Graceful Degradation)
The bidding overlay fired: multiple coalitions were evaluated and a cross-coalition agent won. This is a valid policy state — it means the system extended beyond a single domain for better coverage.
When it fires: ≥2 coalition signals detected; bidding overlay applies 1.5× cross-domain boost.
Standard Auction
No coalition routing match. The full agent fleet competed in a multi-objective auction. Winner selected by confidence × calibration ÷ cost × latency × risk formula.
When it fires: coalition detector found no strong match; individual auction ran.
